E-advocacy for November 2018:ย Urge the Administration to withdraw its โ€œpublic chargeโ€ proposal and protect immigrant familiesโ€™ rights

The Trump Administration kicksย the tired, the poor, and the huddled masses yearning to breathe free to the curb; only the wealthy need apply for citizenship.

The Trump Administration is making poor legal immigrants choose between basic necessitiesโ€”food, shelter, and medicineโ€”and the opportunity to advance their immigration status.

Hereโ€™s how it is engineering this latest injustice: applications by immigrants for entry to the United States or for a green card areย already subject to a โ€œpublic chargeโ€ test; immigrants can be rejected if they are likely to rely on government cash assistance for more than half of their income or long-term medical institutionalization. However, under the changes to the Inadmissibility on Public Charge Grounds rules, government food assistance (like Supplemental Nutrition Assistance Program โ€œSNAPโ€ benefits, formerly know as โ€œfood stampsโ€), housing benefits (such as public housing, renterโ€™s assistance,ย and Section 8 housing vouchers), and Medicare prescription drug benefits for older adults will be a heavily weighed negative factor in an immigrantโ€™s application process. As a result,ย immigrants with legal resident status are withdrawing from public benefits programs in order to protect their immigration status, putting themselves and other family members, including their children, at risk.

Washington Governor Jay Inslee, in aย letter to the Director of the Office of Management and Budget, stated:ย โ€œThe proposal is clearly intended to deny basic supports like food, health care, and housing to lawfully present immigrantsย and their familiesโ€”including millions of children and U.S. citizensโ€”who pay taxes, work, go to school, and contribute to our countryโ€™s economy.โ€

As Reform Jews, we are commanded to not harm the stranger among us, but to treat them no differently than ourselves (Leviticus 19:33-34). The proposed changes are in direct conflict with our Jewish values and our history as a nation of immigrants, ideals embodied in Emma Lazarusโ€™s poem, โ€œThe New Colossus:โ€

Not like the brazen giant of Greek fame,
With conquering limbs astride from land to land;
Here at our sea-washed, sunset gates shall stand
A mighty woman with a torch, whose flame
Is the imprisoned lightning, and her name
Mother of Exiles. From her beacon-hand
Glows world-wide welcome; her mild eyes command
The air-bridged harbor that twin cities frame.
โ€œKeep, ancient lands, your storied pomp!โ€ cries she
With silent lips. โ€œGive me your tired, your poor,
Your huddled masses yearning to breathe free,
The wretched refuse of your teeming shore.
Send these, the homeless, tempest-tossed to me,
I lift my lamp beside the golden door!โ€
